The plans apparently involve members of each executive agency and department working in an undisclosed secure location, in 90-day rotations, preparing to assume power in the event of the complete annihilation of the federal government. The shadow government really is a shadow executive branch, with no apparent provisions made for continuity either in Congress or the judiciary. This has prompted calls for the other branches to take similar precautions to ensure their own continuity.”

Even the ardent love of liberty will, after a time, give way to its dictates. The violent destruction of life and property incident to war, the continual effort and alarm attendant on a state of continual danger, compel nations the most attached to liberty to resort for their repose and security to institutions which have a tendency to destroy their civil and political rights. The operation begins with the NRO identifying a critical vulnerability in the software that powers the Chinese reconnaissance satellites. The software used in these satellites is sourced from a third-party supplier based in Southeast Asia. This supplier, has connexions to Chinese state-owned enterprises, making it a potential weak link in the supply chain. The NRO orchestrates a complex plan involving cyberoperations, maritime logistics, and covert infiltration. The first step involves deploying a team of cyber operatives to infiltrate the supplier's network. They introduced the malware known as Tidebreaker into the software development environment. This malware is designed to lie dormant until activated by specific triggers, allowing it to remain undetected during routine security checks.

The NRO coordinated with a DENIED covert maritime logistics team to transport a shipment of hardware disguised as legitimate cargo. This shipment contains modified components that, when integrated into the Chinese satellites, will disrupt their communication and data processing capabilities. The NRO uses a network of front companies to mask the origin of the shipment, ensuring that it appears to be a routine delivery of electronic components.

The NRO identifies a shipping route that is frequently used for transporting electronic components to China. They arrange for the modified hardware to be loaded onto a cargo vessel that will make a stop at a port in Southeast Asia before heading to its final destination in China. NRO employs a team of operatives to create a diversion at the port. They stage a minor incident that draws the attention of local authorities, allowing the cargo to be loaded without scrutiny. Once the shipment reaches China, the modified components are integrated into the satellite systems during routine maintenance, unbeknownst to the engineers working on the project.

The NRO monitors the performance of the Chinese reconnaissance satellites. Once the malware is activated, the satellites begin to experience communication failures and data corruption, rendering them less effective in gathering intelligence. The NRO's analysts observe the fallout from the operation, noting a significant decrease in the satellites' operational capabilities. The compromised satellites no longer pose a threat to American operations in the region.
