"The problem with the Turing's test is that it relies on the judge to be intelligent, without giving us a working definition of what intelligence is. According to Turing, a computer is intelligent if and only if the judge cannot tell the difference between the computer and the person. This obviates the issue that if the judge is dumb, or human, it will certainly fail to recognise intelligence at all, or at best it will only recognise human intelligence. Turing's test is, at most, a primitive way to be able to tell whether a system behaves as a human would do, and this provided you choose an intelligent human judge, something increasingly difficult."
